This method was devised by a group of Cambridge University graduates in an attempt to keep out the cold while allowing in light. 4 layers of plastic are wrapped around a PVC frame. Insulation noodles are used for separation of the plastic. Thermal tests have shown the plastic layers retain heat and rival dual-pane glass.
Local government tends to use a supply of plywood for repairs. The wood keeps out the wind but does not keep in the warmth. Plywood also makes the inside of the house dark. If electricity is off, they are left in total darkness. Even candles can be hard to find.
